On 10th April 2018, Russia launched its pilot tourist VAT refund scheme in certain host cities to the 2018 FIFA World Cup.
The scheme enables tourists who are resident outside the Eurasian Economic Union (EEU), subject to certain conditions and requirements, to reclaim the VAT on their purchases on leaving Russia.
The regime will apply to goods with a value of at least RUB 10,000 (inclusive of VAT) bought from one retailer and in one calendar day. The refund amount will vary from 7% to 18% of the purchase price
Only selected retailers that have been approved by the Russian Ministry of Trade are eligible to participate in the VAT refund scheme.
Tax-free shopping is expected to be introduced throughout Russia by the end of 2018.
